Starting from August 1, 2024, products that have not obtained the CCC certification and the certification mark will not be allowed to factory, sell, import or use in other business activities.
With the advent of the mobile Internet era, mobile phones, tablets, and laptops have become an important part of people's daily lives. Lithium batteries and mobile power supplies (commonly known as power banks), as the "oil storage tanks" and "gas stations" for these products, also provide great convenience for enjoying mobile life.
However, due to the chemical characteristics of lithium batteries and power banks, such as the use of flammable organic electrolytes, there are certain potential risks in their "innate" nature. Especially when the production process and structure of the product do not meet the technical requirements such as national standards, or when the product is subjected to special circumstances such as extreme high and low temperatures, severe bumps, or long-term overcharging during transportation and use, thermal runaway can easily occur, causing the battery to bulge. This can lead to safety issues such as fire, explosion, overheating or leakage, directly endangering the personal health and safety of consumers.
The relevant person in charge of the State Administration for Market Regulation stated that according to the results of national product quality supervision and spot inspections, the qualification rate of lithium-ion batteries for mobile phones is less than 90%, and the qualification rate of mobile power supplies has been hovering between 60% and 80%. In order to strengthen the quality and safety supervision of lithium batteries, power banks and other products, in September 2022, the General Office of the State Council issued the "Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Equipment Industry", which clearly requires the inclusion of lithium batteries and mobile power supplies with higher safety risks. Compulsory product certification management.
Compulsory product certification, also known as CCC certification well known to consumers, is a market access system implemented by the Chinese government for products involving personal health and safety in accordance with relevant laws and regulations and international practices, and in accordance with the principles of marketization and internationalization.
According to reports, as of now, the CCC certification system covers 96 products in 16 categories, including household electronic appliances, automobiles, toys and other consumer industrial products that involve the daily lives of the public. CCC certification plays an important role in promoting product safety and quality improvement and protecting consumer rights and interests. With the in-depth and effective implementation of certification work, the qualification rate of lighting products has increased from 32% to 94%, the qualification rate of car child safety seats has increased from less than 10% to 97%, and the average qualification rate of certified products has stabilized at more than 90% .
The State Administration for Market Regulation reminds consumers to look for the CCC mark when purchasing lithium batteries and power banks, but improper use may still cause hidden risks. To reduce the probability of danger, you must develop good usage habits:
First, try to avoid charging electronic products while using them, or charging the product for a long time. This will increase the risk of the product heating up.
Second, do not change chargers at will. Some fast-charging chargers have higher charging power, but for some batteries without limited protection design, over-voltage or over-current charging may occur, creating safety hazards.
Third, do not disassemble the product at will or replace the battery by yourself. For non-professionals, the selection of tools and the proficiency in disassembly and installation will cause irritation and even damage to the mobile phone battery.
Fourth, timely maintenance and replacement are required. After electronic products are immersed in water or exposed to the sun, they should be promptly sent to a professional repair shop for inspection and confirmation, and the lithium battery should be replaced if necessary.
